What is a statement of purpose?

A statement of purpose is a legally required document that includes a standard set of information about a provider’s service. This is a key part of the CQC registration process and ensuring your statement is written correctly can significantly streamline your application process.

There are four main topics your statement of purpose must cover, these include:

Details about your business

  • The name of your business, type of business (your legal status, e.g. sole trader, partnership), business address, named partners.

Your aims and objectives

  • These are your aims and objectives in providing the activities which CQC regulate.

 Places where you provide services

  • Full details of all locations where your service provides care.

Your registered managers details

  • Full details for each of your registered managers, including workplace arrangements. \ 

Details About Your Business

When crafting your statement of purpose, start by outlining essential details about your business. This includes the business name, legal status (such as sole trader or partnership), business address, contact information (including phone number and email), and the names of any partners involved in your care business. Including all the necessary information is vital to ensuring a smooth application process – so make sure you double check this section before submitting!  

Your Aims and Objectives

Writing the aims and objectives section is often quite a challenge for many care providers. The CQC provides little guidance on this section, simply stating that it pertains to "your aims and objectives in providing the activities we regulate at the locations you operate."

We advise you use this section as an opportunity to showcase your vision and aspirations for your care business, detailing your approach to care and your intended impact on clients' lives. Think of it as a mission statement of sorts.

Stuck with where to start? Begin by asking yourself why you wanted to start your care business? What services did you want to provide and why? What areas of CQC’s regulations resonate most with you (e.g. your care service is particularly focused on being innovative).

Places Where You Provide Services:

In this section, you must record essential information for all care-providing locations. This includes addresses, contact details, location descriptions, services offered, the needs of the clients, regulated activities, and the appointed manager overseeing these activities at each location.

Registered Managers Details:

 Each registered manager must be fully detailed in your statement of purpose, including their full name and contact information, the address to which their notices and documents are served, their managed locations along with the percentage of their time allocated to each, the regulated activities they oversee, and any particulars regarding job share agreements.

Let’s see these tips in action! Below are two example extracts from a Statement of Purpose. The first example is wordy, over complicated and doesn’t effectively communicate a passion for uplifting their employees training and development.

“Our overarching objective is to develop a service environment wherein our esteemed staff members are engaged in an ongoing process of learning when possible. We would like to guarantee that each and every staff member has their distinct learning needs identified. Our commitment lies in the constant pursuit of educating our team members, to make sure they are appropriately trained and could potentially progress.”

The second example is far more clear, well-written and demonstrates to the reader how passionate this provider is about their care goals.

“We aim to create a service in which our staff are constantly learning and progressing. We understand the importance of appropriate training, and we aim to ensure every staff member has their learning needs identified and met. We are passionate about uplifting our team members and providing them with every opportunity to develop.”
